Intended to encourage higher density mixed-use development with an above-grade residential or office component for new projects, pedestrian-friendly site design, and an urban main street character, in order to increase pedestrian traffic, reduce vehicular traffic, promote innovative use of space, promote energy efficient design, conserve land, and accommodate a range of compatible land uses through appropriate site design. Mixed-Use Districts are intended to provide areas in which a variety of housing types exist among neighborhood-serving commercial and institutional uses and employment opportunities. The Mixed-Use District encourages the development of compact, pedestrian-scaled, mixed-use neighborhoods and commercial centers. It is intended to help advance revitalization initiatives along commercial corridors and recognizes the market demand for new residential and commercial development within compact, pedestrian friendly districts. Mixed-use zoning is intended to work in conjunction with the proactive development of pocket parks and plazas, open spaces, and the creation of public spaces within the districts. Mixed-use zoning can support commercial corridor redevelopment plans and urban design guidelines or standards that require high quality development that is consistent with the character of the district. It specifically discourages those uses that promote a strip center development pattern, promote idle land and too much parking, and detract from the image enhancement intentions of this district. These purposes constitute the spirit and intent of the mixed use overlay district.

Intended to permit a wide variety of office, retail, residential and compatible support uses for the purpose of creating a pedestrian-oriented urban focal point for the city. It is envisioned as a mixed-use "people place" in an urban atmosphere that will be conducive for many different activities such as shopping, dining, working, living, exploring, interacting with other citizens of the community, conducting business, hosting out-of-town visitors, and similar activities.<br /> The district is further intended to maximize the potential for job growth, increase property values, and enhance the city's urban image as viewed from the state Highway 183 corridor and from surrounding areas. It specifically encourages those uses that will stimulate retail and business activity, maximize the economic use of available land within the district, and encourage the redevelopment of land in certain areas in a manner that perpetuates the overall "vision" for the Town Center. It specifically discourages those uses which provide for marginal increases in job growth, promote idle land, and detract from the image enhancement intentions of this district.

Intended to permit concentrated growth along the north and south sides of Texas Highway 10 with the development of business, industry and compatible support activities that maximize the potential for job growth, increase property values, and enhance the city's urban image along the state Highway 10 corridor. It specifically encourages those uses that will stimulate work force expansion, optimize employee to customer ratios, maximize the economic use of available land and encourage the redevelopment of land. It specifically discourages those uses which provide for marginal increases in job growth, promote idle land, and detract from the image enhancement intentions of this district.

The city council may designate sites, buildings, structures, landscapes and objects as Historic Landmarks, and the public rights-of-way in and surrounding them, by adopting a zoning overlay designated as "H" on the city's official zoning maps pursuant to procedures incorporated into the city's basic zoning ordinance by the city council.
